is there a dsl router i can get that can distribute bandwidth?

I believe if you are in a FTTP On Demand enabled area (most aren't) one of the suppliers does a 100/100 offering on the 330/30 package with a 3 year contract not 100% on that though - most people are talking like £4000 upfront fees and £100s a month.

Which is okay if there are a good few of you. Say 20 flats, so that's only £200 each up front.
 
Would also get the monthly fee down to sub £20 per flat - but then you are sharing the bandwidth with 20 flats as well so at peak times you'd be lucky to get ADSL speeds per flat on a 100MBit package if it was shared out equally.

Which is why he wants to make sure no one or two people can adversely affect the others?

He mentions 'FTC DSL' in his original post yet unless he's in a g.fast trial area the connection will top out at 80 megabits. Some clarification required @Ultra_Extreme
 
In the context of the question of limiting bandwidth to specific clients does the type of internet connection matter? It's not going to affect proposed solutions is it as the limits are best placed on his internal network in the block of flats? If I wanted to dig around I'd be more inclined to ask whether you segregate off each of the flats onto their own VLANs or are some other security measures in place as I wouldn't want to be the person who gets had a go at when neighbour X hacks neighbour Y.
