LaTeX automatically gives a larger space after sentences unless you specifically tell it not to, so this must obviously be correct

Yes, it's wrong. You should only place two spaces after a full stop if you're using a fixed width font. Unfortunately there is a lot of ignorance about this and, more importantly, when presented with requirements for a document submittal, you follow the instructions regardless.
