I agree on foreign aid, cut it to zero.
Government to government foreign aid is well-known to be basically backhanders to improve foreign relations.

Read a piece not long ago from an African commentator, who said that so little of the gov2gov foreign aid ever reached the people that he was in favour of scrapping it entirely. Most of the gov2gov foreign aid into Africa buys Bentleys for corrupt politicians.

Obvs this isn't the same as charity work, before anyone starts talking about Oxfam et al.

Corruption isn't all that Christian ;)

The amount isn't really the problem, more about what it's used for.

When you have African commentators saying that it probably does more harm than good, and is mainly being funnelled to corrupt leaders, then it's impossible to defend. Your link says that about 55% goes to Africa... and we all know the endemic, systemic problems Africa has with corruption.

But aid is still used more-or-less explicitly as a tool of foreign policy—and increasingly so, says Owen Barder of the Centre for Global Development, a think-tank.

It's being used not for "aid" but to keep corrupt regimes more "friendly".

Some people will say that's a legitimate use of those funds. But you have to understand it's not (all) about helping the poor.

Withdraw the bad aids, keep the good aids.
 
It saves millions of lives. And then the long term aim is about trying to help stabilise countries so you have fewer refugees and migrants, a better trading partner in the future, etc.
That's been working well! Spend the money on a wall;)
