When you have African commentators saying that it probably does more harm than good, and is mainly being funnelled to corrupt leaders, then it's impossible to defend. Your link says that about 55% goes to Africa... and we all know the endemic, systemic problems Africa has with corruption.

That's been working well! Spend the money on a wallIt saves millions of lives. And then the long term aim is about trying to help stabilise countries so you have fewer refugees and migrants, a better trading partner in the future, etc.
