No it's half points for anything between 2 laps and 75% race distance, any more than that up to full race distance is full points... I think that's regardless of a safety car start or not.

Nope.

But we could see 1 lap race. I don't think fia would do zero racing. But I can see a one lap then red flag.

No way we are racing atm. Heavy rain and theirs flowing water.

2 laps is only an issue if the SC is out. The rule should say 2 racing laps.

If they do less than 2 laps in the 4 hour window from the start - no points.
Between 2 laps and 75% of the total normal number of laps - half points awarded
Over 75% of the total normal number of laps - full points awarded
