In conditions like these, why not spread the field out evenly over the track to help promote a dry line?

Because it would be boring, and give whoever is in first a ridiculous advantage. Once the race starts if it isn't raining the cars will dry out the track fast enough anyway.
 
So the additional delay wasting time behind the SC is going to mean the race doesn't make 75% distance, so only half points. Charlie could decide the WDC here.
 
Pathetic really, considering the race likely won't finish because of rain extending this period is completely god damned nuts.

Hamilton is going to have a problem here anyway in terms of either doing an extra lap on the wrong tire or being delayed by several seconds in the pits.
 
Sigh, what a waste of time. Get the bloody safety car in! This is ridiculous. If the race had been dry start and the weather got this bad they'd still be racing.
Its like Korea all over again.
