Part of the problem is that during the hiring process, the employer probably has no way of knowing if X is the real number or not, and because some people inflate it they may assume it is already an inflated number, so they don't need to offer much more than that. It's sort of like a "everyone else is lying, so they will expect that I am lying whether I am or not" scenario.
