I'm all for the judge. A cyclist doesn't have to pass any test to be able to use the road, doesn't have to have any form of insurance, can ride a bike in just about any nick,

Statutory £30 Fixed Penalty Notice for not wearing protective gear (i.e. helmet), doesn't have to pay to use the road, more often than not, has either no lights or just a couple of flashing LED's to light up the road ahead (if you're lucky)
Statutory £30 Fixed Penalty Notice for not having refelectors on pedals and lights at night, very rarely can you see them giving you a signal to indicate the direction of their travel, can often be seen skipping red lights
Statutory £30 Fixed Penalty Notice again and should you be unfortunate enough to have one of them hit your car with their bike then don't expect them to fork out for any damage, but they always try and defend themselves by saying 'Ooooh, I'm getting fit and you aren't' and 'At least I'm saving the planet'.
It's still a vehicle (motorised or not). Pass a test, get insurance and stop whinging
I was an avid cyclist myself until I passed my test and bought a 'real' bike
