So as the title says, no matter what I'm doing whether it be gaming, benchmark etc, CPU-Z is showing permanent 3000mhz x30 100.0 mhz bus speed.

Am I doing something wrong or is it supposed to stay at 3.0?

I would put a picture of cpu-z on but not sure how to link the pic :D

The most obvious things to check would be:
- Did you update your BIOS prior to installation (and if you didn't, does it support your new CPU fully?).
- Did you install the chipset drivers?
 
Is PBO turned on? If so, turn it off.

Do you have an overclock set from your old chip? If so you need to remove that too or you get this fixed clock problem.

I believe I had no overclock before just a stock 3600 running with pbo off. When I updated bios (I had to because it's an Am4 which required the bios update or newer Ryzen wouldn't work) and installed new CPU the bios reset to defaults. Overclock/pbo is set to auto in the bios. It's an MSI bios.

New chipset was the first thing I installed once back onto desktop from installation

Mother board is b450m Mortar max, 57003xd. 16gb ddr4 3200mhz

Auto is not necessarily off, is there an option to explicitly turn it off? Maybe even in another menu?

The chip cannot be overclocked apart from BCLK, most people dont even do that and just whack -30 in CO and call it a day.

Curve Optimiser, worth reading up on but at a basic level it reduces voltage meaning the chip can often run at higher clocks for longer due to reduced heat. From memory you should get 4050 all core, 4150 single core loads.

Pretty sure the MSI BIOS allows you to do it but if not there's an app called PBO2 Tuner that lets you set it in windows.

It may be a false reading from cpu-z, HW monitor is showing that its boosting to 4.1ish frequently. How the hell do i post an image? :D

I have set the curve optimizer to -30 (should this be set to all cores?) (whats the best way of testing if this is stable? or even a benefit?)

-30 seems to be commonly achievable, you can stress test with your application of choice or wing it and if you start to notice crashes then dial it back a little.
If you're at -30 then it IS a benefit assuming no crashes. Check temps with and without CO and you'll see the difference

Il do some gaming tomorrow night and keep my eye on HW monitor (hopefully no crashes). Whats the diff between -30 and say -20 then? My last question, it never seems to ease of on the clock too much even when idle? is this normal?

-30 is undervolting "more" than -20 etc

I don't have amazing knowledge of it but from my understanding you're allowing it to undervolt in "steps" which can be different mv values depending on where you are on the curve at that time.

Should be in Overclocking/Advanced CPU Confifuration.
If so set it to level 3 (-30)
 
If you can run -30 on CO, then the chip will use about 20% less power at max (say around 85W instead of 105W). This means the chip will run cooler, and it allows the boost clock to get to 4150MHZ across all cores and stay there when testing with the linkes of Cinebench 23.

Dunno why its running 4.15G all the time, that sounds really weird. When idling the cores should be running a LOT slower and hence temp will be a lot lower. For example at idle mines is 35-38c, at full on in cinebech23 it is about 67c.

Do I need -30 on CO and kombo? Or will one do?
 
I don't think Kombo is on the B450 board is it?
Edit: was just the beta that wasn't. Not on my board though.

Think its not needed as it is just a less good version of CO
