Can I just clarify that this is the right thing before looking into trading it. It says none marketable?
Yes, its text is yellow so its a normal 'unique' quality Bills hat. Unpainted its worth about 8 keys. In the STEAM market place, keys are about £1.58 each.
If it had Blue text, it would be 'vintage' quality and worth about 2 earbuds, or about 56 keys.
I have been known to buy hats for paypal cash if they excite me (bought a holiday headcase last year in Members Market). Tip: Look for sourceop rep and beware of being scammed by those without any kind of trust.
EDIT: Only the vintage version of this hat can be sold on the STEAM Marketplace for STEAM wallet funds. The unique version cannot be sold via the marketplace yet.

The Vintage Bill's Hat is one of the rarest in the game, with a total of 643 hats.

Mann Co supply crate keys. That's how you get unusual hats which can be worth upwards of £1500
No, keys to unlock in game crates that contain items.
Thankfully, no. Those aren't worth diddly-squat
The keys are for opening virtual crates that drop in TF2 at random.

Looked in your inventory, The bills hat was worth the most, but if you can get games for all your vintage stuff. Go for it! (you will never play them)
