Erm OP just one question. How did you stumble across this photo? You obviously weren't googling for the shoes and found this as an example so that leaves only one option.... You were browsing for photos of Justin Bleur(or whatever).....

Actually someone posted the same question on FMForums and never got an answer and I wanted to know too
 
So he (and i use the word "he" incredibly reluctantly) likes walking around with his arse hanging out..apparently.

Must mean easy access for his butt buddies.

The is probably it.
no one would wear their trousers so far down their legs, so he probably has a mountainous pile of excrement running from his anus and collecting in his trousers, forcing them downwards.
He is clearly grabbing a tight hold of the other gent for support in his hour of need.

Do hope the little guy pulls through, and manages to make it for a costume change before his adoring fans rush him.
