Would the Arc still be usable without rebar?

So this is the inside. Any suggestion as to upgrade appreciated. I would be looking at hopefully rtx 40++. I think for future proofing and as I want the ray tracing and triple monitor ability.....

I'd recommend building it yourself for the reasons given above.
Spending nearly 2K seems like massive overkill for your intended usage.
Do not buy a system based around a 13700K or 14700K: those processors are very prone to failure.
It is not ideal, probably the bare minimum I'd consider running with that CPU, but it should be acceptable for gaming.I am reading though that that motherboard might be under powered for the 14900.
