Large discrepancy between ADSL sync speed and throughput - ideas?

Hi everyone, I visit a friend today (after getting my Infinity installed) and was asked to look at his ADSL;

- PIPEX
- Rural exchange serving 30-40 houses
- Sync speed 8000kps

However, he claims that he never gets beyond 2000kps actual download, I did a speedtest (BT wholesale) and confirmed this. He also claims that regardless of time or day its always about 2000kps.

Any ideas would could be causing such a large and consistent discrepancy?
 
Stuck BRAS profile would be my first guess. Shout at Pipex (well Talk Talk these days) and get them to reset it.
 
As above suspect BRAS profile.
Call ISP and ask them to reset line profile.
Failing that a full retrain ONLY if yer synch speed is constantly high.

How do you find out how many subscribers are actually served by an exchange? Will BT release this information?

I take it that you got the 8000kps sync speed from the ADSL Modem / Router in Admin mode, is that correct?
