Low or 0dBA GPU

Can anyone kindly recommend an AMD 460 or Nvidia 1050 GPU that have a low or 0dBA fan mode when idle or dealing with basic windows tasks? Most of the GPUs I have seen state the fan % when not under load is above 30%.

Bought this for a relatives new build. I can confirm its 100% silent under full load, desktop, or any form of PC gaming even on recent titles up to 1920x1080. Its impossible to hear on the desktop with the case side off from 2" away it really is ultra low noise. Then under heavy gaming load its impossible to hear for me once the case side is shut due to how low noise it is I had to keep checking GPU-Z to make sure the fan was even working!

All cards today have 0dba fan mode. From the low end to the high end like the GTX1080

Which card you saw that has idle fan speed 30%?
And still 30% even on the worst cooler isn't audible.
 
The EVGA card (going back info from their forums) does not have 0dBA mode. When not under load the min fan speed is 45%.

That's 1 brand cards out of how many?

Sapphire and MSI at least I know of from first hand experience, do have 0db fan mode for all their current products, where their fan kicks in when the temps exceed 50C.

I believe Gigabyte, XFX and Powercolor also do the same, from what others are saying around here.

None are all that quiet really. Only way to make a quiet one is remove the stock fans and mounts, then attach a couple of 120mm fans to it perminently set to about 90%. Which is what I did with my 480 :D
 
I can't hear my rx480 devil over my cpu fan, which to be fair itself only gets loud under load when I'm gaming when ive got the the speakers on or headphones..in which case I can't hear the noise anyway.

The graphics card fans don't even spin when browsing the web or whatever.

I think with my set up, id look a better cpu fan before I look to the graphics card.

I have found that people's perceptions of silent vary considerably!

In my own testing I unplug every other fan so I can focus on the relevant component. I then hold my ear as close as I can too it without the case on and I do this around midnight in a very quiet room to reduce background noise.

None of this I can't hear the fan with my headphones on!
 
I find it strange that you can't find a GPU that is not 0 rpm when idling. My EVGA 980Ti is silent when under 60 degrees and then ramps up as cooling required. I thought all cards were like that now? (At least on standard fan curve).
 
Even if the bios does not have such a fan curve programmed. Create one your self with MSI afterburner. So easy and simple that i wouldn't even consider such a card with 0bd mode as a selling point anymore.
 
People often confuse load with 100% fan speed. Any gpu at 100% fan speed will sound loud! I run my 1080 at 10-15% fan speed for 1080p ultra which is effectively silent. I can hear the fans 'loud' if I set them to 100% and do a benchmark run.
