I think we need to distinguish between "can do so legally" and "will do so". ALL police officers in uniform (and only in uniform) have the legal right to stop any vehicle, and it is an offence not to stop when asked so. But as stated, most forces allow only certain trained officers to perform certain types of stops, except in emergency.

I wonder if the "citizen's arrest" power gives effectively anyone the ability to try and stop a vehicle?
The 2.3 T5's are the weapon of choice - top speed 155mph (hell even my 2.4T will do 140mph (supposedly))

But we already know they're running X5s for example. Bit hard to hide them ! was more interested in why they chose what they did etc..
