Yep it's normal. The 3 pin plug that slots onto the power brick doesn't have a ground pin connected whereas the extension cable variant that came with older MacBooks does. This article explains why and has pics of what I mean: http://garethhayes.net/apple-power-plug-not-earthed/
It's normal and won't cause you any harm. Just a bit weird when you're not expecting it but if you want to stop it then get one of the Apple extension cable plugs.
