Major problems with my new build

Hi guys, just bought a new system that contains an ATi Radeon HIS 3870x2, and it is being powered by a Thermaltake Toughpower 850W PSU. I have installed the graphics card, connected it to the PCI-Express connector coming from the PSU, and connected it up via DVI to a Dell 2008WFP. However, when I turn on the computer, everything appears to be running fine but I get no display picture at all. This is a totally new build so I haven't installed an OS even. All three red lights on the ATi graphics card are on, is this normal?

Any advice you could give me on this would be great because I am pulling my hair out trying to sort it.

Yup connected both of them, though both of them are going to the PSU, do I need to connect one of them to the motherboard? The fan is spinning on the graphics card but I just can't get a display.
 
Normally the primary display out on the graphics card is the one closest to the motherboard so check that you're plugged in there.

Next check your motherboard plugs. 4 or 8 pin 12v connector located next to the CPU socket and the 20 or 24 pin main power connector.

Past that the board should at least post and display.

Thanks for your help gt_junkie, had made the stupid mistake of not plugging the 8-pin power connector into the motherboard. Computer is up and running now, going off to install everything now!
