it doesnt take much rain for them to declare a SC start.

didnt they restart the canada gp after a sc period of 3 week for half the drivers to dive in for inters straight away.

Cos as Jenson said, its meant to be raining right now, so if it rains now, in 20 mins its probably still gonna be wet.
