Why would it not be likely for them to have a split strategy (one fuelled light in case there's loads of SC/wet running, the other fuelled heavier).

Well because apparently if you fuel one heavier and he can finish the race quicker, you tell him not to anyway and stay behind the underfuelled one struggling to finish.
 
Looks like both teams have a rule that says which ever driver is in front at lap(insert number) stays there.
