Yup, there is an issue that not every race will have trouble with fuel, and saving too much makes it impossible to use later because of the 100kg/s flow limit. Meaning saving too much later becomes impossible to actually use enough around a lap to use up your remaining fuel.

Of course sometimes that will just be a faster car stuck behind a slower car and you have no choice but to save the fuel.

EDIT:- also the possibility that a dodgy sensor and the FIA sticking their ear in could say "offset 2.5%" but the fuel sensor was actually under reading, which would say make a car's make fuel flow rate say 95kg/h, would save fuel over a race, slow a car down and prevent them using up that fuel later in the race also.

This race has been awesome, bit of everything. Ricardo and Alonso doing awesome overtaking, a crash, penalties, unreliability. Domination.
