I could understand you referring it to "the city" if we lived in a post apocalyptic wasteland where most of civilisation has been wiped out, and the survivors have come together to create a single megalithic super-metropolis, but last time I checked, this wasn't the case.

Label me ignorant by all means, it's probably warranted, but I had no idea that the City of London was referred to by apparently everyone as the city.
I also didn't know that the city of London was only a square mile in size.
