100m is pretty small fry compared to Toyota, Ferrari and Mclaren (and maybe even Red Bull ) who spend three or four times that per season, even Renault spend quite a huge amount although not compared to the other three (last figure for Renault I can find is just under $400m for 2008 season)

As said it is way way more than 100m. Honda gave brawn teh car (100's of millions) then paid them a further 100million to run the car.

well I think badoer must have been doing an outstanding job in that Ferrari. If Fisi can't get into to q2 and he has race experience with this years cars and so so much more experience. It shows badoer was doing a pretty decent job.
 
I'm sure that some of the teams use highly reflective polish, just for this race.. and slightly metallic paint.

Nothing else would explain that 'shine'

I don't know. Those are very bright lights and of course are not the same colour as natural sun. All the cars look amazing here.
