As to hemophillia that mutation arises in elderly fathers and is then passed on via the female line till it dies out. Its got nothing to do with consanguinity.

1st counsin marriages aren't uncommon in Pakistan, quite a few of the guys at uni have parents that are first cousins, and they're trying to set them up with their own cousins to marry them off. It doubles your risk of congenitive birth defects though, and the effect must be cumulative, kind of scary.
I'd never go that route, and my dad would never encourage it either. He once told me if anyone asked to get married to me he'd chuck that family out the house
