honestly I don't understand the question... even after reading other peoples comments... (serveal times!!)

commercial = 12,500
residential = 11,400

You are only allowed to get 40% of the commercial (12,500)... 12,500 * 0.4 = 5,000

5,000
+ 11,400
= 16,400

I'll be amazed if I get this right, thank the lord you don't write exam questions.. lol

If the answer you think is correct is indeed correct, then the wording here is odd. You will be exceeding 40% of the commercial element.

You also said "I can only use 40% of the second figure as a total of both figures combined"

To me that literally means that you can only use £5000 of £12500. 40% of the second figure (your words) is 5000.

I am not saying you are wrong, but the wording for all of this is bizarre.

Seems an odd question but maybe the issue is both 40%s?

If the answer is 7600 then I believe in effect the OP is saying
He needs 40% of the total of A and B, but that B itself is included at 40% in the initial calculation.

So (A + 0.4 B)*0.4

At least thats how I take the wording to mean if the answer is 7600.
But I am not 100% convinced thats the correct end result from what the OP wrote.

The same conclusion could be had by 0.4 A + (0.4x0.4 =0.16)B

Maybe one or both of the 40% elements can change.
