Meat half cooked and left for a while, safe to eat?

The missus (yes really, just had a phone call from here) has browned off some beef this morning at 8.30am and put it into the slow cooker but hadn't put the switch on at the wall...she's only just discovered it but I was wondering if it will be safe to eat once its fully cooked? The lids been on it since 8.30 but no heat! Its meant to be a beef casserole if that helps at all!

Dude, you can eat beef still mooing.

As far as I'm concerned "browning" = cooked. May not be cooked well for a stewing cut, but cooked nonetheless.
 
Just because you can doesn't mean you should.

It's absolutely fine. Whole muscles generally have dodgy bacteria only on the outside so searing will have removed most of them.

Beyond that the meat is then going to be held at a high temperature for a long time, which will make it even safer.

edit: There's obviously a difference between being left out for 4 hours and being left out for 4 days of course.

It was a slightly flippant remark in response to his "you can eat beef still mooing".
 
Good god, have people not had steak tartare.
Or left their steaks out all day to come up to room temp. What is wrong with people.

It's all preference based, some people don't worry too much about their cooking, they'd prefer to spend all evening watching tv after having a quick meal or smashing their wife in the garden, or whatever.

Which is fine, it's different things for different people. Not everyone aspires to be an amazing cook.

People are only informed through effort, the lack thereof results in misinformation about food safety.

If you care about food you learn these things, if you don't then you'll go through life thinking "ERMERGERD MUST COOK MEAT ALL THE WAY THROUGH!!!!"
