Very hard to get 100% utilisation with video encoding, due to the nature of it you will always end up with processes having to wait for other parts to finish.
handbrake manages it better than most

with a 1080p file???Not sure if it counts or not but i just converted with Handbrake with a 1055T @ 4Ghz and got an average of 134fps and all cores were maxed out at 100%
use the same video file from the x264 benchmarksEE IF YOU CAN GET ONE OF THESE TO WORK IN HANDBRAKE
