Old adventure game "Sanitarium" sounds like exactly what you're looking for.

Eternal Darkness... I went into that game thinking it was just another resident evil type game with a more in-depth storyline. It's not so much about being scary and making you jump, but rather about making the player go 'WTF just happened' as your character tries desperately to stay sane. It's the only game I'v played that attempts to make the player think that things are going wrong outside of the game itself. 
One of the Painkiller games (either original or battle out of hell) has an asylum level, can't remember which but you can just buy the pack which contains both of them.
Also you might like to check out the Max Payne games (typically in Steam sales for a couple of quid), it's not "mental illness" stuff the whole way through but that kind of stuff does feature, good psychological element to them.

Eternal Damnation is a Postal 2 STP mod but is really a game in itself. I would describe that as being a mental illness game.
