Why would they include RPG elements? It's an FPS, Stalker didn't have any RPG unless you count chosing a faction which is more of a "In which area do I want to be shot at?" situation.
The best FPS games ever created (like Stalker) are IMO still worse than RPG/FPS hybrids like Deus Ex, Fallout New Vegas and System Shock 1+2, that's why.
RPG elements like freedom of choice, interactive dialogues, increasing character abilities and weapon upgrades etc can make the game better. Metro was great, but if it was more open I would enjoy it a lot more, plus the replayability would be better. Linear games are fine the first time, but second time the fun is pretty much gone for me.
Stalker had some light RPG elements, especially in CoP where you could even decide what happens with many characters..plus the openness of the world, stuff upgrades..it was awesome.
