It's a foregone conclusion and Ferrari know that. They'll keep going while there's a chance of course, and might even resort to Abu Dhabi 2016 tactics if it comes to it, but they're not going to risk everything by taking him out. Ferrari ruined their chances themselves.
I was slightly surprised Verstappen was investigated myself. I thought he was sufficiently clear of Bottas, and Bottas had to make minimal movement to miss him (perhaps tightened up his exit minutely, but it looked fairly normal to me). Perhaps an investigation was warranted, but Verstappen was never getting penalised for that.
