I did some tests anyway after the install:

Definitely not fixed as the write speeds are still up and down! That's n a Gen 3 NVMe 970 Evo Plus which has 3500MB/s read and 3300MB/s write spec.

reading further, the update does add the performance fix for write speeds but only for storage drives. The new feature called NTFS Journal was on by default for all drives, so the fix simply turns it off for storage drives whilst keeping it on for the OS drive. The write speeds are still up and down for the OS drive as a result.
