MIDI software

Okay I have to pretty much make a 21 second midi file using 3 different sound effects e.g. echo, phasing.

I have no idea what that means, and I have trawled though a ton of software,
trying to make some tunes and apply sound effects to them, does anybody
know a simple (free) program that can do this.

Been messing around with fruity loops but that thing is all over the place,
and its a demo.

So pretty much looking for some advice on MIDI and some decent free software.

Also MIDI works best with an actual digital musical instrument. Given it stands for Musical Instrument Digital interface. Can you write a tune ?
