Something like getting the race distance near to 200 miles, but no longer than 2hours

Close. 305km (190 miles) for all races apart from Monaco which is 260km (165 miles?).

The Race must finish within 2 hours, otherwise it finishes on the lap completed after 2 hours have elapsed. This only usually takes effect during really bad weather.

near enough, if you assume an average race pace of 1:20, monaco lasts ~1 hr 40 mins for 78 laps. Considering you're very likely to get safety cars around monaco its about right.

We need a system of sprinkers, soaking the track, once in every race, for a fixed duration (say 15 minutes), at a random time.

This would bring some excitement to dry races, which, in 2010, will be processions, given that there is so much dependence on aerodynamic downforce.

Alonso was the only guy who provided any sort of excitement in this race, and this was purely because of his accident on Saturday. In the previous race, the only excitement was provided by Hamilton, when he overtook Vettel. Unfortunately, this is how dry races will be for the remainder of 2010.
