23mpg doesnt sound awful for the worst figure. You might want to check the air filter is clean, get an emissons test and/or tune done which is about a tenner I think.
Check tyre pressures, higher pressure gives less rolling resistance which is your main drag around town (stay within recommended limits obviously). This ups tyre wear and can affect handling as well though.
Test the mpg on a trip to your local motorway services and back with as few stops as possible.
Get the cambelt changed, 8 years is way too long
