I got that with an old Ka, the emergency fuel blocker 'thingie' that is located near your feet was malfuncioning and cutting the fuel supply to the engine.
Ah yes could be this, it's the sensor that cuts all fuel when impact is detected I believe.

Do you smell fuel after cranking it over for a while ?
Has your brother ever had problems with the immobiliser ?
Is the emergency shut off activated ?
Does it sound like it's turning over normally or is it faster or slower ?
I had a similar problem - was the crank sensor but that was on my clio. Same symptoms, but i guess it could be a load of things
