because a fine is means tested

its ammount is based largely upon the ammount the defendant can afford. The severity does play a part, but the biggest consideration is how much the defendant can afford.

thats why the doctor got a £600 fine, because the magistrate took one look at the joint income of him and his spouse and started thinking big numbers

the french bloke on the other hand, got fined not a lot because he doesnt have that much money. £250 was probably the most the magistrate could justify fining somebody with his income.
 
They do not have exemption: only police, ambulance and fire have that - essentially anything with blue lights. However, the magistrates can dismiss the case if they feel the facts warrant it. Needless to say, loads of docs try it on.

It is very unlikely that a doctor with a green light will be pulled by police, even if they are speeding or using a traffic light as a give way. But as soon as you you though a camera the burocracy gets in the way and doctors may be prosecuted.

Bare in mind that currently, you need no extra driver training to use blue lights either.

That doctor was a **** if he was a doctor, moaning about needing to get to see a patient, why did he have his wife and child in the car, the wife took the child out of the seat because it was sick/ill, what a load of crap. Typical driver not owning up at breaking the law, twice.

French guy was a ****, I cant afford to pay insurance and I need the car for work, well walk or get a push bike, SCUM.

Of course if a traffic car saw the green lights, it might well tag along to help out. So the emergency had better be genuine...

I don't think the french guy was that bad at all. At least he admitted most things and was for the most part polite and respectful. I just think he was upset at the end because it was a very expensive mistake. Of course, you can't really feel sorry for him because he'd done it before! But at least he wasn't reeling out the crappy excuses like that doctor was doing.

Also, those ahem..."girls" in the saxo made me cringe. Especially the one who was wider than she was tall (Tracy i think she was)? Urgh!

French guy also said "tell me why I should stay in this country?" to the copper. Priceless.
