I'd say cornflour is more of an essential than a lot of your flours. Most people need a sauce thickener, the majority of people will only need self raising and normal flour.

A good selection of baking trays is invaluable, though not sure if you're after things like that as well? A bread tin, a big roasting tin, a smaller one, some normal baking trays and a cupcake tray (great for making yorkshire puds in) would suffice though I'd also suggest a springloaded one (not sure of there proper name).
 
The way I do it is to buy stuff as I need it, then just keep the leftovers.

The more recipes and meals you try the more things you'll accumulate.

Saves the massive outlay and having to store and organise everything straight away.
 
I like it well stocked. That way veg, meat and dairy is practically the only thing I need when making stuff.

In my case I never stored or labeled stuff, had a massive clear out and spent a shed load on jars.

do this, i bought loads of schwarz herbs and have never used half of them in 5 years:p

It's a pretty comprehensive list, but I'd say overkill for most home cooks. You're better off thinking about the stuff you normally cook and writing down the ingredients for those. Buying a bunch of condiments that you've never heard of is probably a waste of their money.
 
If you do any kind of baking then all those sugars and flours are needed. I didn't see caster sugar listed though ?

Yes it is a pretty extensive list, but gives people a good idea and can pick and choose and I'm sure others will have stuff I don't have.
 
to the op, buy/don't buy caster sugar whatever. While your at it ditch the granulated sugar and buy sugar cubes instead. This way you can have cubes, blend them for granulated, and blend them again for caster, grind them right down into dust for icing sugar. All bases covered. In fact go the whole hog and plant a sugar farm in your garden for all your sugar needs.
