Try Contacts>Filter Contacts>Messenger contacts only. For some reason it shows you everything in your Hotmail address book. I didn't have any blocked users reappear.

They appear every now and then. You'll know when you receive some because WLMessenger should tell you when you log on. Alternatively, you can visit http://ideas.live.com/ and click on the red "Beta users sign in here" up in the top right-hand corner.
