My 1070 is idling at 62c

It's got 0 RPM on the fan according to your pic. Are the fans actually spinning on it? Have you set up a fan profile?

its because you have no fan running,set it in afterburner to 25% and see what happens

The default fan profile won't start up until 60c, it still shouldn't be idling at 60+ with zero fan. My old SJ 1080ti would idle at 30 ish with the fans off.

Something else is wrong here.
 
could be full of dust,low case airflow,bad paste etc..couple this with no airflow and those high idle clocks..
 
How many monitors do you have attached, and what resolutions are they? If you have three monitors attached, or two 4K monitors (maybe two 1440p monitors), then your GPU will not idle
 
Just the one monitor and I clean the dust out of everything a couple of times a month.

After turning on my PC this morning the card is now idling at 40c which is much more like it but what seems to be happening is that after it's been under load and the temp has risen to 60c+ it wont then cool down under 0 load. It's like once its hot it stays hot until its system has actually been powered off for some time.
 
But would the core and memory keep running into 3D clock speeds? Something most of you guys seem to be missing here.
Dust, case air flow etc etc isn't going to make the gpu run 3D mode while idle.
Something is stopping the GPU from down clocking.
 
Could be malware related. It wouldn't surprise me what with the latest mining craze....

I'd run a full surface scan with a recognised av to rule that out.

Contrary the screenie in my OP the card is down clocking so I wouldn't have thought it would be mining malware. I'll run some scans anyway.

If you've got 2x140mm fans in the top then you've got a section of the top cavity that will leak warm air back into the case.

Going to give it a try with electrical tape first and if it improves temps I'll get something made out of acrylic
I've not altered the top panel, but I have sealed all the holes in the rad bracket using electrical tape and black card. I've also added rubber washers behind the mounting bars on the front panel to increase how far it stands off, allowing for greater air intake See here. This dropped temps for me by around 8 degrees.

Not sure if you have done these yet, but it may help.
If the hot air is indeed being pushed back into the case, your GPU will not have a chance to cool down.
