I'd be tempted to take a look at your GPU rather than the CPU. If you check GPU-Z your GPU is maybe hitting a cap.
One thing for sure, there's no way that Xeon will bottleneck one GPU.

If you're getting 200-300 FPS then what's the problem?
If you want to know what the limiting factor is I would guess you'll need to be much more sophisticated than just looking at CPU/GPU usages. You'd need to do some very detailed profiling for a start - looking at the really low level metrics (cache misses in CPU, PCIe transport, API call latencies, etc.).
You're looking for a 'problem' where none exist.
