The reason I said 1707 in particular was its over 425mhz fsb which changes the NB timings. I couldnt run it at 1650 but 1707 works. Avoid any number with a zero on the end and remember to change the multipler to 6

Also if it wont boot, turn it off completely for 1 to 5 mins and it should at least load the fail safe

6x425 is only 2550mhz. Your cpu can do that and I suspect your motherboard will too. Unlink the ram also

yes I'm using latest bios, i've tried auto volts and 1.375 and 1.4 on the core

2.1 and 2.3 on the ram

just doesn't go past 2700mhz whatever i do, it wont even boot...

1.4 set in the bios ? That is not enough then, try edging it up some more. Turn on +100mv also. I presume this cpu is as voltage tolerant as a conroe

I dont know if these 4300 oc differently but try 1.7v on the nb also. Forget the ram for now, keep it simple. Your coolign the nb with a fan right
