these are still not specific enough, its basically getting the person to repeat the question to give your self more time to think up an answer
 
What he's describing is a form of prevaricating, but if it is what he means, then his descriptions really aren't capturing the full meaning of the term.

prevaricating is close but, when i googled the word in quesion the description was very similar to what i have put previously

He asked for a 'word' not a saying or multiple words. However they might both work in your answer. :p lol
