I bought A 2070s slapped it in the pc and it would not quite fit in the slot so I moved it over a slot. The pc powered up the fans spun and it restarted, fans spun pc restarted and so on. I put the old card back in and the exact thing is happening again.

Not sure what to do, hopefully someone can suggest a fix.

Try booting to safe mode with the new card in, uninstall old drivers then install new drivers. Did you have an NVIDIA card before or AMD? If changing between manufacturers, it might be worth running DDU (display driver uninstaller) then installing the new driver.

Also be worth checking the card is seated correctly and the required power cables are both fully seated. What power supply do you have? and are you using two separate 6+2 PCI-E cables?
