asos.com can be good. But to be honest for non designer stuff which looks quite nice, you can't go wrong with next/selfridges/river island/zara which will all be about in your local city.

I'm sorry but they really aren't. If you or he wants to wear them and pass them of as such go ahead, everyone should wear what they feel comfortable in (but they aren't smart casual :p). It seems to be a relatively recent idea from a younger generation that jeans are smart. The last two places I worked at had smart casual as the dress code and jeans were a definite no no.

I don't believe there is any internationally recognised specification for what "smart casual" is, so really it's up to whoever is in charge what constitutes "smart casual".
