I would beware calling the council. The restaurant may go all Freddie Cruger on you and your family. I'm not saying don't call the council, just be careful and maybe ring them anonymously?

Like from a phone box you mean? But then, they may get a well trained sniper and keep him trapped inside the said phone box until he reveals truths about his life?

I must admit, this is a tough call to make.
