Neighbour's screaming child.

That doesn't sound normal at all. We had a few cries to work through, especially at the taking away the dummy stage, and learning to sleep alone. But nothing like that.

I'd call it in. Worst case scenario you get some reputation damage. But imagine if the child was being mistreated and you did nothing.

Its obviously not 'normal' no, but could have various reasons.

Abuse, maybe but the regular pattern you describe doesn't make it sound like that. I'd probably say it's more some learning disability/autism/sensory issue.
 
I have this same problem except in a semi detached house where it’s clear where the noise comes from, the parents make no attempt to ask the child to stop screaming

I believe the child has autism and haven’t mentioned it as I don’t think they could stop her screaming if they wanted to

our son has HP and potentially something like ADHD (awaiting more tests as first round was inconclusive).

Human brains are the complex entity in the known universe, and the process of maturing and learning is quite incredible in how much has to be orchestrated. It Is little appreciated but children rapidly transition from having the same consciousness as a cat/dog, to being at adult human level with complete theory of mind within a few years. This is a complete mind ****, like entering the Matrix. It Is inevitable that not everything develops in the brain at an appropriate rate, and when the complexity of the real world becomes realized that many children have problems adjusting, comprehending and coping. Childhood developmental issues have been massively under reported for. most of human existence, but are naturally extremely common.

The most common visible side effect will be screaming kids that are angry and from the outside appear uncontrollable. To the ignorant this will be passed off as bad parenting when the reality is it is a disability that the ignorant blame on parenting.

That does not sound normal but I would be more concerned if the parents were shouting and screaming all the time. Can you try talking to them about children indirectly and see if anything comes back?

Obviously you are better placed than I to draw a judgement.
No I can't, it could be coming from any one of over 300 apartments so I really have no idea which of them contains the screamer.

It hasn't screamed since lunchtime so that's good :D
