Is that a spring from one of those gaming chairs that can move about a little bit to emulate the suspension and cabin movement from racing games? I forget their proper name but hopefully you know what i'm talking about

Possibly a covered spring from a noise dampener of some sort?
Another (more unlikely) guess would be a cover for capacitors to help stop coil whine, which could possibly make the whole product a super quiet graphics card cooler
