I'd imagine that some people would be idiots with it considering even now some people don't even know how to use the quote function properly. e.g. quoting the first post even though you're giving the first reply in the thread.
It won't unless you are particularly stupid about putting in reams of quotes and even then I think they'd just be deleted if necessary. Much more annoying is when someone quotes a picture that is directly above their post.

That doesn't bother me as much provided it isn't an absolutely huge amount of text that is quoted. It can be helpful to break down the original post into segments to answer more easily and in GD even if you are replying pretty quickly there is no guarantee you'll be the first.
I've used nested quotes here before, especially because I'm often qouting a website which has an atricle with quotes in and I want to maintain the structure. It's fine if you're using it in the correct context, nesting for the sake of it makes it look like some bulletin board from the 90's.
