New build constantly restarting, every second or so. What could be causing it?

Today I built my new machine, reusing my old Antec 900 case, OCZGXS850 850W PSU, hdd and dvd drive.
I bought all of these new components:

Powercolor Radeon R9 280 TurboDUO 3072MB GDDR5 PCI-Express Graphics Card
Intel Core i5-4670K 3.40GHz (Haswell) Socket LGA1150 Processor
Gigabyte Z87-D3HP Intel Z87 (Socket 1150) DDR3 ATX Motherboard
1 x Microsoft Windows 8.1 64-Bit DVD - OEM (WN7-00614)
1 x Samsung 120GB SSD 840 EVO SATA 6Gb/s Basic - (MZ-7TE120BW)
Kingston HyperX Beast 8GB (2x4GB) PC3-19200C11 2400MHz Dual Channel Kit (KHX24C11T3K2/8X)
1 x Raijintek Themis Direct Contact CPU Cooler £19.99

For my first ever build, everything went pretty smoothly, but the machine is in a constant loop of rebooting. Once in a while it'll boot as normal, but not at any point have I been able to get any video output to my monitor, either DVI nor HDMI.
I've stripped the whole thing down again, so that all that's connected to the motherboard is the CPU,CPU fan, the 2 sticks of RAM, and and 24 and 8 pin PSU connections.
Same problem. Tried removing the RAM 1 stick at a time, and changing slots, same problem.
It's as if the PSU is revving. Quick blast, PSU led and fan come on, light switches off, fan stops. Sometimes there's a flickering of the fan and led, othertimes revs. But, as I said, even when it is running, there's no video output.
Any help much appreciated!

I've disconnected them all, just to make sure. I'm turning on the machine by touching the two power-on pins with a screwdriver, but the same thing.
Really stuck now.
With it being my first build, I'm at a bit of a loss.
 
I can't get anything at all. Even the rare time it doesn't go into the restart loop, my monitor just says 'No video input', no matter whether I try hdmi or dvi (and I tried those sockets on the GPU too, when it was connected)
 
Unfortunately, I don't have access to one. The PSU's worked fine on 2 other machines though. Having had this problem with the new system, I even made sure I did the exact same thing with my old machine (stripped down to just motherboard, CPU and RAM) and there weren't any problems.

No offence taken :) Being totally new to all this, I made sure I did everything by the book. Yup, the 8 pin and 24 are both connected. So were the 2 GPU connectors.
At this point, all that's connected to the motherboard are the CPU, RAM and power connectors, but it's the same problem.
 
I've tried the CPU fan both connected, and unconnected, DJ Bucho...thanks for checking the pictures :)
I'll go take some pictures :) It's out of the case, but I've had it in and out.
 
Yes, definitely the right connectors :) The two 4-pin connectors have CPU-1 and CPU-2 on them which made matters easier at first :)
Ok, working on the photographs...
 
There's no switch (that I can find) for changing BIOS on the card.
Yes, it's an old OCZ 850W PSU of mine. Definitely more than 5 years old, and left in an unused machine for the past couple of years. It's running 2 other motherboards fine, but they're both more than five years old.
I can't remember one of the boards, but the other definitely has the same connectors.

I've just tried the GPU again, in 2 different slots. Exactly the same thing. All fans spin and PSU LED lights up, for maybe 1 second, everything comes to a halt, and then starts again...continuously.

I jumped the gun and ordered a Seasonic S12II-620W just in case it is the PSU causing a problem with this board (plus...it was likely time for a power upgrade anyway) :)
