New build constantly restarting, every second or so. What could be causing it?

Today I built my new machine, reusing my old Antec 900 case, OCZGXS850 850W PSU, hdd and dvd drive.
I bought all of these new components:

Powercolor Radeon R9 280 TurboDUO 3072MB GDDR5 PCI-Express Graphics Card
Intel Core i5-4670K 3.40GHz (Haswell) Socket LGA1150 Processor
Gigabyte Z87-D3HP Intel Z87 (Socket 1150) DDR3 ATX Motherboard
1 x Microsoft Windows 8.1 64-Bit DVD - OEM (WN7-00614)
1 x Samsung 120GB SSD 840 EVO SATA 6Gb/s Basic - (MZ-7TE120BW)
Kingston HyperX Beast 8GB (2x4GB) PC3-19200C11 2400MHz Dual Channel Kit (KHX24C11T3K2/8X)
1 x Raijintek Themis Direct Contact CPU Cooler £19.99

For my first ever build, everything went pretty smoothly, but the machine is in a constant loop of rebooting. Once in a while it'll boot as normal, but not at any point have I been able to get any video output to my monitor, either DVI nor HDMI.
I've stripped the whole thing down again, so that all that's connected to the motherboard is the CPU,CPU fan, the 2 sticks of RAM, and and 24 and 8 pin PSU connections.
Same problem. Tried removing the RAM 1 stick at a time, and changing slots, same problem.
It's as if the PSU is revving. Quick blast, PSU led and fan come on, light switches off, fan stops. Sometimes there's a flickering of the fan and led, othertimes revs. But, as I said, even when it is running, there's no video output.
Any help much appreciated!

Are all the jumpers on the board in the correct positions? No case fans/power button connectors in the wrong place are they?

I'm clutching straws as well for you dude
 
I've disconnected them all, just to make sure. I'm turning on the machine by touching the two power-on pins with a screwdriver, but the same thing.
Really stuck now.
With it being my first build, I'm at a bit of a loss.
 
I can't get anything at all. Even the rare time it doesn't go into the restart loop, my monitor just says 'No video input', no matter whether I try hdmi or dvi (and I tried those sockets on the GPU too, when it was connected)
 
Unfortunately, I don't have access to one. The PSU's worked fine on 2 other machines though. Having had this problem with the new system, I even made sure I did the exact same thing with my old machine (stripped down to just motherboard, CPU and RAM) and there weren't any problems.
 
Do you need to switch the PSU switch to off and on again before getting it to boot again? If this is so, i would expect the issue is with the PSU.

If not might be bent pins on mobo.

Got a fancy camera to take close ups of the socket without the CPU in?

I don't mean to cause any offence, but you have plugged everything in haven't you? That motherboard also has an 8pin ATX Power connecter on the top edge of the board as well as the standard 24pin Motherboard connecter. Are both of these connecters fully seated and pushed right into the connecter on the Motherboard? I know on rand new motherboards, the connecters can be extremely tight and you really have to apply quite a bit of force to get them to full seat properly. Also do you have the CPU cooler connected to the white 'CPU FAN' head on the Motherboard?
