Have you got any friends locally with a PC that you could use to test out a few parts? as that would help narrow down the issue.

Yes I'm going tomorrow to see mate with nolage an work shop.
Might cost me few pounds or case my home made beverage.

Update
Got checked processor if all good plugged.
Looks OK for me.
Was playing with my setup.
Keyboard working can alt ctrl del and reset/restart post procces.
So all should be good/hardware not card.
When I turn it off on very very end off spinning fans from processor and case fan.
Fans from card doo 1/4 spin and stop/sharp/short spin.

System working fine it was BIOS update needed.
Got latest one.
Needed few stick.
Second one did job.
