New built pc wont turn on....

Hopefully the new board sorts things for you. Could quite easily be a DOA motherboard, which in my opinion is the most likely scenario.

I've never had a Dead On Arrival CPU before, and I'm pretty sure its very rare.

As a final thought, have you tried reseating the CPU? I've never handled LGA775 socket cpu's before so I'm not sure how fiddly it is. Perhaps it's not plugged into the socket properly?

you sure you reset the cmos ok?
Tried taking out the battery for a minute and replacing?
no bleeping?
cpu fan plugged in?
tiny power connectors on mobo correctly?

check all the pins on the mobo, i have put one of these damn things together before to find that one of the pins was not sprung up and therefore not making contact with the CPU, it very easy to miss but defo possiblity. Also have you got a spare PSU floating around yours or a mates house that you could try, its unlikely buit sometimes PSU do not supply the required power to the CPU which can cause this type of issue.
